What is urban infill?
“Urban infill” is about adding more homes to existing residential neighbourhoods in areas that are close to jobs, shopping and services. This includes:
Replacing an older house with a new house or a duplex
Subdividing a larger lot into smaller lots with smaller houses
Adding an accessory unit (secondary suite, garden suite or coach house)
The intent of urban infill is to add new homes in a gentle way that retains the character of existing neighbourhoods.
What is the Urban Infill Study?
The Study is a planning process that applies to ~5,600 lots located within the "Infill Area", also known as the Urban 3-Infill land use category in the Official Community Plan (OCP). The purpose of the Study is to prepare new regulations and update policies for the housing options in this area.
The Study was completed in three stages over the past year and a half. More information about the planning process is included under the “Timeline” and "Key Dates" headings on this page. Information is also available at abbotsford.ca/urban3infill.

Timeline
Stage 1 - Background
Urban Infill Study has finished this stage
Stage 1 included research and analysis of existing conditions. Staff presented a summary to Council on February 19, 2018 and received direction to proceed with the Study.
Stage 2 - Options
Urban Infill Study has finished this stage
Stage 2 included the preparation of infill housing options and community engagement. Open Houses were held May 15-17, 2018 to present the options and to hear feedback from the community. A summary of community input was presented to Council on June 18, 2018.
Stage 3 - Regulations
Urban Infill Study is currently at this stage
Stage 3 included the preparation of OCP policy, zoning regulations and voluntary design guidelines. A first draft was presented to Council July 23, 2018 and a refined draft was presented May 6, 2019, followed by Bylaw readings and Public Hearing. The Bylaws were adopted on July 22, 2019.
