The McKee Neighbourhood Plan (McKee NP) was adopted June 26, 2023, and now forms schedule E of the City's Official Community Plan.

The plan was adopted after an extensive planning process where the city hired consultants to undertake detailed environmental, geotechnical and archaeological studies. These studies were used to determine which lands could be developed, and which lands needed to be protected according to OCP policy and Provincial legislation. The lands that could be developed were assigned residential or commercial land uses, and servicing studies were conducted to ensure that full municipal servicing could be provided. The lands that needed to be protected and are non-developable have been designated as Open Space.

The Open Space network consists of roughly 529 acres of land, or 28% of the plan's total area (1901 ac). The expansive Open Space network is comprised of streamside setbacks, critical habitat, unstable geotechnical areas unsuitable for development, and slopes over 40%. Within the Open Space network the plan has identified key trail corridors that will connect future parks, the Neighbourhood Centre and link future neighbourhoods. Land for the Open Space network, which will allow for the development of a trail network will be acquired over the life of the neighbourhood plan.

As land is developed, the City will acquire land for trails, as it will be transferred to the City at the time of rezoning or subdivision. Within the McKee Neighbourhood Plan, trails have been identified as an essential component of the neighbourhood, and the plan recognizes there are many informal trails found throughout the plan area, with many of these trails being located on McKee Peak. These informal trails are used extensively, and creative solutions should be used to maintain existing trails where possible within the designated Open Space network. The development of a Trail Strategy for the McKee area will ensure that outdoor recreational activities such as hiking, trail-running, and mountain biking continue to define this area, and ensure it develops into an outdoor adventure hub for the City.
