Neighbourhood Information Meeting for 2916 Mountview Street

PURPOSE

The City of Abbotsford has received an application for a Supportive Recovery Use to be located at 2916 Mountview Street. The application process requires a Neighbourhood Information Meeting (NIM) be hosted by the City to inform the neighbourhood about the project details. This includes: information regarding the operator and program, allowing residents to comment, and ask residents whether or not they support the intended use. Since COVID 19 provincial health orders prevent us from conducting the NIM in person we are hosting this on-line forum for public information and input. The responses to the questions at the end will be summarized in the report to Council.

OPERATOR AND PROGRAM

The operator is Living 4 Change which is owned by Jeanette Dillabough who is a member in good standing with the British Columbia College of Social Workers (search date May 5, 2021) and has been working in the field for more than 14 years. The dwelling will house a maximum of 10 male occupants, including the house monitor. The program overview is as follows:

• 7:30 am - get up and have breakfast
• 8:00 am - morning meeting (readings, reflections, plans, feelings check-in, gratitude, challenges)
• 9:00 am - clean room; check chore list and complete assigned chore
• 9:30 to 11:00 am - study recovery material. Work on steps with sponsor. One on one in-house counselling
• Noon - lunch and noon meeting
• 2:30 pm - help around the house: general clean-up, yard clean-up, garbage clean-up, maintenance, garden
• 3:00 pm - appointments with off-site providers
• 4:00 pm - free time
• 5:00 pm - Dinner, everyone home for dinner
• 6:00 pm - AA/NA meetings and recovery
• Before bed - daily journal
• 11:00 pm - front door locked

SUPPORTIVE RECOVERY ZONING BYLAW

The City of Abbotsford has a procedure for Supportive Recovery uses such as the one being proposed for the subject property. The Zoning Bylaw requires the following:

• The operator is required to enter into a Housing Agreement with the City;
• The use is not permitted if it is located within 200m of another such use or a school;
• No exterior signage indicating the Supportive Recovery use; and
• Must have a valid Business License.

The Subject Property is zoned RS3-i which permits Supportive Recovery Use and is located more than 200m from another such use and the nearest school, Terry Fox Elementary School, so complies with the provisions mentioned above.
