Consultation has concluded

An Official Community Plan (OCP) amendment application has been submitted to change the land use designation for 34098, 34118, 34144 and 34164 Maclure Road from Suburban to Urban 2 – Ground Oriented to facilitate a rezoning application to accommodate a 145 unit townhouse development.

We invite you to review the proposed OCP Amendment and provide your feedback below, which will be collected and used to identify key community concerns, and where appropriate, inform revisions to the proposal before it proceeds to Council for consideration.

The subject properties are located on Maclure Road, east side of Highway No. 11 (Abbotsford Mission Highway), between Hazelwood Avenue/Elmwood Drive and Sumas Way, south of Hazelwood Cemetery.

The subject properties are currently designated as Suburban under the Official Community Plan. The Suburban land use designation permits the accommodation of residential uses with a maximum density of 2.5 units per hectare (uph).

The applicant is proposing an OCP amendment to change the land use designation from Suburban to Urban 2 – Ground Oriented.

The Urban 2 – Ground Oriented land use designation permits multifamily housing at a density of 0.5 to 1.5 FSR. Where land is designated Urban 2 – Ground Oriented, redevelopment is supported based on the following guidelines in the below table:


If the proposed OCP amendment is approved by Council, the applicant proposes to rezone the subject properties from Country Residential Zone (CR) to Multifamily Ground Oriented Zone (RMG) to accommodate a 145 unit townhouse development. The existing structures on the property are proposed to be demolished.

At present, the subject site is only accessible through Pratt Street via a tunnel located under Highway 11 (Sumas Way). Should this OCP Amendment be supported by Council, along with the other infrastructure upgrades required to support the proposed density, the applicant is required to build the Maclure Road Extension through Hazelwood Cemetery to a Multi-Family Local Road-Way standard, connecting the subject site to Elmwood Drive. See the conceptual drawing below. This road infrastructure was endorsed by Council in 2018 based on the staff reports  PDS 034-2018 and ENG 052-2018
