A City Centre Neighbourhood Plan (CCNP) amendment application has been submitted to change the land use designation on a portion of the City owned property located at between 33160 Plaxton Cr and 2387 Ware Street from Open Space to Urban 1 - Midrise.

What is Open Space?

The Open Space land use designation in the CCNP supports active and passive parks, trails, recreation facilities and preserved natural areas such as sensitive habitat and streams. These lands are typically owned by the City and zoned Parks and Open Space Zone (P2).

What is Urban 1 - Midrise?

The Urban 1 - Midrise land use designation in the CCNP supports the development of a 6 storey apartment at densities between 1.0 and 2.0 Floor Space Ratio (FSR). The CCNP also supports 'Optional Commercial' along the Mill Lake frontage, which the applicant proposes to include as a small coffeeshop / restaurant.

Why is the amendment proposed?

As shown in the adjacent figure, the subject property (33160 Plaxton Cr) is currently designated Urban 1 - Midrise by the CCNP. The land to the West and South of the property are City owned properties, and currently designated Open Space by the CCNP.

The applicant has proposed to acquire a portion of the City owned 'Lot 2 (PID 014-980-223)' which is located between the subject property and 2387 Ware Street. If approved, the applicant proposes to amend the CCNP from 'Open Space' to 'Urban 1 - Midrise' to allow this land to be rezoned and developed with 33160 Plaxton into a 6 storey apartment building containing approximately 43 units and a 100m² commercial unit fronting Mill Lake, as generally shown on the conceptual development plans attached. This portion of land is situated between the subject apartment development property, and a parking area on 2837 Ware Street (Kariton House).

As part of the proposed CCNP amendment, the Streamside Protection Bylaw setback area along Mill Lake is also proposed to be amended from 'Urban 1 - Midrise' to 'Open Space', and is proposed to be zoned P2 and transferred to the City for long term stewardship.
