An Official Community Plan (OCP) amendment application has been submitted to change the land use designation for the subject property from Institutional to Urban 1-Midrise to facilitate the construction of a six-storey apartment building.

We invite you to review the proposed OCP Amendment and provide your feedback below, which will be collected and used to identify key community concerns, and where appropriate, inform revisions to the proposal before it proceeds to Council for consideration.

The proposed development is situated on a through lot located at Pine Street and George Ferguson Way in the east part of the Historic Downtown Neighbourhood Plan area.

The subject property is currently designated as Institutional under the Official Community Plan. The Institutional land use designation in the OCP generally supports rezoning for institutional uses with a maximum density of 0.7 Floor Space Ratio (FSR).

The applicant is proposing an OCP amendment to change the land use designation from Institutional to Urban 1-Midrise.

The Urban 1 - Midrise land use designation in the OCP supports rezoning for up to 6 storey apartment developments at densities between 1.0 and 2.0 Floor Space Ratio (FSR). Where land is designated Urban 1-Midrise, redevelopment is supported based on the following guidelines in the below table:

If the proposed OCP amendment is approved by Council, the applicant proposes to rezone the subject properties from Assembly Zone (P3) to Mid Rise Apartment Zone (RMM) to facilitate the construction of a six-storey apartment building. The existing structures on the property are proposed to be demolished.
