Background

The City's Transportation and Transit Master Plan (2018) pursues initiatives for localized intersection safety and operational improvements throughout the City. These intersection improvements are typically targeted projects that address the addition of dedicated turn lanes, traffic signals, installing pedestrian and bicycle signals, crosswalk upgrades, and/or installing new crosswalks. Proposed Improvements

The project includes design and construction of a traffic signal and associated improvements at the intersection of Marshall Rd & Martens St. The Marshall Road & Martens Street Intersection Improvements project seeks to address safety and operational issues and opportunities at this intersection.

Design work is currently underway for the Marshall Road & Martens Street Intersection Improvements with construction expected in summer 2024. The proposed improvements are anticipated to support transportation accessibility, connectivity, equity, mobility, safety, and sustainability. Key improvements include:

  • Accessible curb ramps for people with varying abilities and mobility devices.
  • Accessible pedestrian signals and pushbuttons complete with audible indications.
  • Advance warning flashers to warn westbound motorists of a pending amber or red signal indication.
  • Bicycle-friendly pushbuttons to help cyclists actuate the traffic signal from Martens Street.
  • Marked pedestrian crossings at the traffic signal.
  • Improved lighting at the intersection to ensure visibility of all road users at the intersection.
  • Improved pedestrian waiting areas on the intersection corners to accommodate people with varying abilities and mobility devices.
  • Reduced pedestrian crossing distances across Martens Street.
  • Tactile walking surface indicators at all curb ramps.
  • Traffic signal at Marshall Road & Martens Street to enable motorists to safely conduct left turns (Eastbound left turns, Southbound left turns) at the intersection.
  • Traffic signal timing and programming.

    Thank you for sharing your concern and feedback.

    Our plan for this project is primarily focused at the intersection of Marshall Rd & Martens St. Although Oakridge Crescent is close by, it is not included in this particular project’s scope.

    Regarding your concerns with speeding along Oakridge Crescent, the City has a traffic calming program where we install speed humps on local residential streets throughout the City. You may have noticed these on the north side of Martens Street in your neighbourhood. To learn more about this program and whether Oakridge Cr might be eligible, I encourage you to consult www.abbotsford.ca/trafficcalming

    Additionally, we are hosting a pop-up event for the Marshall Rd & Martens St Intersection Improvements project on May 14th at Abbotsford Traditional School between 6:15-8:00 pm.     Hi BPM007,

    Thank you for your question and interest in the Marshall Rd & Martens St Intersection Improvements project.

    We are doing some minor adjustments to the curb line on the Northwest corner by reducing the corner radius. This will influence driver behaviour in doing the turning movement (Westbound right turn) you described by inducing slower speeds while making the turn. Also the entrance to the North approach (Martens St) will also be narrowed through inclusion of a boulevard strip on the west side of Martens St. Below is a sketch to illustrate what will be constructed.

    We are hosting a pop-up event on May 14 between 6:15-8:00 pm (drop in at any time during this period) at Abbotsford Traditional School.     Thank you for your question.

    The Marshall Rd & Martens St Intersection Improvements project is a capital project featured in the City of Abbotsford Financial Plan adopted and approved by Mayor and Council. It’s important to note that this project is mutually exclusive from any contemplations on Windsor Street.

    Engineering & Regional Utilities staff are separately reviewing options and mitigations for improvements along Windsor Street which may inform future budgetary requests and actions.

    Hi alantrick,

    Thank you for your question and interest in the Marshall Rd & Martens St Intersection Improvements project.

    Marshall Rd at Martens St is an urban classification street, truck route, and bus route that will be retained as a 5-lane cross section (2 x drive lanes and 1 x turn lane).

    The City adheres to the Transportation Association of Canada - Canadian Geometric Design Guide for Canadian Roads and the City of Abbotsford Development Bylaw which guide the design our transportation infrastructure with the following specifications:

    • Minimum drive lane width - 3.3 m
    • Minimum drive lane widths on truck routes/bus routes - 3.5 m.
    • Minimum buffer width between an on-street painted bike lane and adjacent lane - 0.3 m
    • Practical lower limit for an on-street painted bike lane - 1.5 m


    Given these constraints, there is simply not enough space in the proposed condition to allow for a buffer between an on-street painted bike lane facility and the drive lane. Below are some diagrams to illustrate:

    We will retain the sharrows in the curb lane to alert motorists to share the lane with cyclists.

    Hi Tom,

    Thank you for your question and interest in the Marshall Rd & Martens St Intersection Improvements project.

    All traffic signals are timed according to the City’s traffic signal timing standards to ensure consistency across the City, balance the needs of all road users, and move people safely and efficiently. Pedestrian crossing times will be programmed according to the default timing parameters according to our standards. This includes the following:

    • Minimum ~ 7 seconds of walk time (white “Walk” signal).
    • Pedestrian clearance time (red “Flash, Do Not Walk” signal) calculated to provide sufficient time to cross the intersection from curb to curb.

    Increases to the pedestrian clearance time may be considered at intersections with documented evidence of a high proportion of vulnerable road users such as seniors, children, or people with disabilities, or adjacent to elementary schools, hospitals, or senior housing. After the traffic signal is installed and operational, the City will continue to monitor pedestrian signal timing to ensure that it meets the needs of the community and all road users.

    Please note that countdown timers will be provided on all crosswalks to alert crossing pedestrians to the amount of remaining time they have to cross prior to the onset of a conflicting traffic movement.
