An Official Community Plan (OCP) amendment application has been submitted to change the land use designation on a portion of the property located at 3440 Mt. Lehman Road from Institutional to Urban 4 - Detached and Open Space.

An Official Community Plan (OCP) amendment application has been submitted to change the land use designation on a portion of the property located at 3440 Mt. Lehman Road from Institutional to Urban 4 - Detached and Open Space.

What is Urban 4 - Detached?

The Urban 4 - Detached land use designation in the OCP supports rezoning for single detached dwellings, with some ground oriented duplexes at densities between 0.5 and 1.5 Floor Space Ratio (FSR) and up to 25 units per hectare (UPH).

What is Open Space?

The Open Space land use designation supports active and passive parks, trails, fields, recreation facilities as well as preserved natural areas, steep slopes, sensitive habitat, streams (by land trust, covenant, or zoning).

Why is the amendment proposed?

The subject property currently accommodates the Heritage Alliance Church on the westerly portion of a 2.5 hectare property. The applicant is proposing to subdivide an approximately 0.5 hectare easterly portion of the site in order to rezone and develop 26 townhouse and duplex residential units. The site is currently zoned Assembly Zone (P3) and the applicant is proposing to rezone the site to Multifamily Ground Oriented Zone (RMG) to facilitate the proposal.

The Official Community Plan provides Council with guidance when considering a rezoning proposal which is then implemented through the Zoning Bylaw. In this case, the subject site is designated Institutional in the OCP, therefore, an amendment is necessary to change the designation to Urban 4 - Detached (aligning with the adjacent lands to the east) in order to accommodate the proposed change in the site's zoning.

When the 2016 OCP was adopted by Council, a provision was included to guide redevelopment of institutional properties throughout the city by allowing them to match the land use designation of adjacent properties (in this case Urban 4 - Detached).

"Institutional Change of Use Land shown as Institutional on Maps 1 and 2 is eligible for using any land use designation that abuts the existing Institutional land use (not including land use designations separated by a public road right of way). Such a change in land use requires an OCP amendment application and be reviewed by the City to determine the best fit for the area and the objectives in this Plan."

The applicant further proposes to amend the designation of the 0.6 hectare northerly portion of the site from Institutional to Open Space and rezone from Assembly Zone (P3) to Park, Open Space and School Zone (P2) to enable transfer to the City of Abbotsford for long term conservation of the natural environment area encompassing the site.
