Stage 1 Update

Stage 1 of the City Water, City Wastewater, Drainage, Fire Rescue Service, Transportation, Joint Water and Joint Sewer Master Plans Update is now complete. This first stage focused on reviewing existing infrastructure and services, gathering technical data, identifying key issues and opportunities, and establishing the guiding principles and assumptions that will shape each Master Plan.

On July 23 and 28, 2026, the project team presented the Joint Shared Services Committee and City Councill, respectively, with an update on Stage 1 of the Joint Water and Joint Wastewater plans and the City Water, City Wastewater, Drainage and Transportation plans. Following the presentations, both the Joint Shared Services Committee and Council directed staff to proceed to Stage 2 – Analysis and Evaluation.

During Stage 2, the project team will undertake detailed technical analysis to assess how Abbotsford’s utilities, transportation and fire rescue systems will perform as the community grows over the next 25 years. This work will evaluate future service needs, identify infrastructure improvements, assess system capacity and performance, and establish priorities to support sustainable growth. Where appropriate, the project team will also review existing policies, bylaws and design criteria to identify opportunities for improvement based on current industry best practices.

The findings from Stage 2 will form the foundation of the draft Master Plans, which will be shared with the community for feedback during the next phase of engagement.
