Background

Windsor Street is a two-way two-lane Urban Industrial classified road in the western area of the City of Abbotsford. Windsor Street connects road users to residential, educational, and light industrial areas and land uses. Transit currently operates along a section of Windsor Street. Current travel patterns indicate that Windsor Street is currently used by a variety of road users including pedestrians, cyclists, transit users, vehicles, and truck traffic.

Over the past number of years, residents along Windsor Street have expressed concerns regarding road safety and traffic. Community concerns have centered on speeding, truck traffic, traffic noise, pedestrian crossings, and the overall "look and feel" of Windsor Street.

City of Abbotsford Transportation and Transit Master Plan

In 2018, the City of Abbotsford Transportation and Transit Master Plan was developed to guide strategy, actions, and investments in developing our overall transportation network through 2040. The Windsor Street Traffic Calming project seeks to support the following goals of the City of Abbotsford Transportation and Transit Master Plan:

  • Make walking, biking and transit delightful
  • Move people and goods in a way that is safe, accessible and equitable and that supports the City’s economy
  • Ensure all modes provide connections to important destinations and areas of future growth and development
  • Ensure that the transportation system supports land use decisions
  • Design streets to be complete destinations that support walking, biking and social interactions
  • Ensure that the transportation system is well-maintained
  • Plan and prepare for changes to the transportation system from emerging technologies

  • Share I completely agree with Mike's observation, the southbound lane is not an issue for traffic calming as there is the vehicle backup to turn left. It's not a bad backup, but keeping the right hand turn accessible will be a huge asset.   • Share hoping this will address the Traditional school congestion having different pickup or drop off for students so Windsor is not blocked by parents picking up at front of school. Also getting onto Marshall from Windsor is a high risk activity due to vehicle traffic and speed on Marshsall.     School pickup and drop off

    The function of Windsor Street will be largely unchanged from what it is today. With the traffic calming features, we anticipate that it will operate more "orderly" than the present experience. Parking has been accommodated at the designated "parking pockets" for pickup and drop off and curb extensions are proposed closer to the intersection to prevent and discourage pick-up and drop-off near the Windsor St/Wheel Ave intersection. See below for a sketch.

Also at Windsor and Marshall when school lets out the traffic is stopped past Winton with people trying to make left turns. If the curb extension at Marshall is there the traffic will be worse as people turning right have to wait for left turners to clear before they can go. This also happens when the industrial areas let out.     Thank you for your question and feedback.

    On the East side of Windsor Street between Winton Ave and the next pinch point south, parking is allowed in parking pockets (shown in green below) where there are no driveways or fire hydrants.

    South of this pinch point, parking regulations are unchanged with parking permitted on both sides except where there are driveways or fire hydrants.

    Thanks for letting us know about Southbound left and right turn lanes at Marshall Rd & Windsor St intersection. I've made a note to reconsider this in the next stage of design.
