Consultation has concluded and the Final Aquatic Services & Facility Strategy was approved by Council on July 14, 2026.

The Final Strategy confirms the need to renew and expand Abbotsford’s aquatic infrastructure as existing facilities are operating at or beyond capacity and are aging. It recommends a decentralized three-facility model:

  • A new 10-lane, 50m training pool at MSA;
  • Replacement of the Community Pool at MRC; and,
  • A new Community Pool at ARC

This approach supports equitable access across the community, increases aquatic capacity, and provides long-term facilities capable of meeting both community and competitive programming needs.

Additionally, Council approved a streamlined process for the implementation of the 50m pool at the MSA site. This option provides a compressed delivery approach focused on schedule efficiency, reduced design iteration and early constructability input, with fewer engagement and governance checkpoints. Advancing the MSA pool project requires Project Framing work to establish key requirements and cost estimates. This project framing work will commence as soon as professional services are secured.

    The City of Abbotsford is conducting a review and analysis of the Aquatics services and infrastructure in Abbotsford. This research and your feedback will allow the City to effectively plan for and fund current community needs and potential future Aquatic services and facilities.

    The outcome of the study is a strategy containing recommended actions for effective aquatic facility planning as well as an implementation plan to guide action implementation to ensure alignment with City priorities. The focus of the study is to:

    • Review all relevant historical and background information to guide the process and to ensure recommendations align with City strategic directions.
    • Identify how well the current aquatic facilities support community demand.
    • Understand how the demand is expected to change in the 30-year future (based on engagement feedback and informed by aquatic, infrastructure, and programming trends. Comparative municipality benchmarking will also inform this analysis).

    The study will support the development of a service and facility strategy for the City to ensure that community demand for aquatic facilities is met into the future. The development of the final strategy will be informed by engagement with staff, aquatic user groups and stakeholders, and the public throughout various stages of the project.

    Cornerstone Planning Group, a strategic planning consulting firm based in Vancouver, has been contracted to lead the study with support from aquatic planning and design experts, hcma architecture + design.

    • Phase 2 (Spring 2026): This phase was designed to validate support for two major revisions made to the Strategy following feedback gathered during the 2025 community engagement.

    This report summarizes the findings from the second phase of community engagement (within Stage 3), which evaluated public support for the changes incorporated into the Strategy in response to input received during the first phase (within Stage 3).

    Stage 3, Phase 2 community engagement feedback is summarized as follows:

    • There is support for increasing aquatic capacity through the development of a community scale pool at ARC.
    • There is support for enhancing the 50-metre training pool through increasing the number of lanes from 8 to 10.
    • There is mixed support for the proposed development timelines.

    Key themes from open-ended comments were categorized as either feedback on the Strategy or already known challenges and are listed below.

    Existing Challenges:

    • Capacity: Aquatic facilities are overcrowded and outdated, making it difficult to access swim lessons and public swim times. Many emphasized the necessity of upgrading and modernizing the existing facilities as well as providing more water space.
    • Accommodate Growth: Respondents worry recreation infrastructure isn’t matching Abbotsford’s rate of population and housing growth, calling for facilities built to accommodate both current and future demand.

    Regional Comparison: Respondents believe Abbotsford lags behind nearby municipalities,

    often travelling elsewhere for recreation services, especially for aquatic programs

    Strategy Feedback:

    • Timelines: Respondents are frustrated with lengthy project timelines and want facilities built sooner, noting current delays may prevent today’s families from benefitting. Many called for faster planning and construction, with some requesting ARC upgrades before MRC.
    • Comprehensive Facilities: Respondents expressed desire to prioritize the development of large, multi-purpose recreation centres with enhanced aquatic and leisure amenities, rather than a limited training pool, as the first action proposed in the Strategy. Many prefer investing in fewer, more comprehensive facilities that can serve the broader community and host regional and provincial competitions.
